阿格斯推出欧盟海运燃料FuelEU温室气体减排价格指数
国际能源及大宗商品价格评估机构阿格斯全新推出了两个计算价格指数，用于评估欧盟海运燃料(FuelEU Maritime)法规下产生的合规成本。
计算价格代表通过使用餐厨废油甲酯Ucome替代船用柴油MGO或极低硫燃料油VLSFO来减少一吨二氧化碳当量的成本，为自2025年1月推出欧盟海运燃料(FuelEU Maritime)法规以来出现的合规市场带来了透明度。该法规要求在欧盟水域运营的船舶逐步减少燃料温室气体排放强度，从2025年削减2%起步，到2050年至80%。
温室气体减排超额达标的船东和租船方可以选择使用FuelEU合规汇集池机制，将剩余的减排量出售给其他船东。这样，船东可以为其整个船队创建合规池，只要总体合规余额为正，共享合规汇集池的所有船舶都可以实现合规。也可以向未实现减排目标的公司出售合规余额。
除了衡量合规成本价值外，全新的价格指数还可以供船东使用来决定是否出售合规余额、或将其保存以备未来年份使用，抑或支付未达到目标的罚款。租船方可以使用这些价格来评估短期或长期租船协议期间产生的合规额度，以便在这些协议结束时出售或回购合规额度。
该法规要求，若船东在未能达到减排目标，又未从超额完成任务的公司购买合规余额，则须支付罚款。
阿格斯的新价格指数显示，目前购买合规余额的成本是罚款金额的一半。
阿格斯董事长兼首席执行官Adrian Binks 表示：“我们应航运业参与者要求推出了合规成本价格。市场确实需要准确的合规成本指标，以便企业能够以最低成本调配资源来实现最大程度的减排。企业告诉我们，他们计划在合同以及长期规划和投资决策中使用这些新价格。”
全新的FuelEU Ucome-MGO减排价格和FuelEU Ucome-VLSFO 减排价格，以欧元/吨二氧化碳当量（€/t CO₂e）和美元/吨二氧化碳当量（$/t CO₂e）为单位，每日在阿格斯生物燃料市场日报和阿格斯船用燃料市场日报中公布。
