Singapore will start seeking suppliers in the second quarter to aggregate its next tranche of LNG demand.
The country's Energy Market Authority (EMA) will launch a request-for-proposals (RFP) process that will invite suppliers to submit proposals on importing LNG to Singapore, deputy trade and industry minister S Iswaran said.
"The RFP will allow us to appoint LNG importers that can provide competitively priced and secure LNG supplies," Iswaran said.
The EMA will appoint up to two importers, depending on demand and the quality of the proposals. Each supplier will be contracted for three years or until it has aggregated up to 1mn t/yr of LNG, whichever comes sooner.
The LNG supplies will be received at Singapore's 6mn t/yr terminal at Jurong Island, which began operations in May last year. The terminal is operated by state-owned Singapore LNG.
UK-listed BG is Singapore's sole aggregator of LNG supplies. It was appointed in 2008 to supply 3mn t/yr, which it aggregates from its supply portfolio. The gas is mainly supplied to six Singapore power generation firms – Senoko Energy, YTL PowerSeraya, Tuas Power, Sembcorp Cogen, Keppel Merlimau Cogen and Pacific Light.
The RFP will have two stages. The EMA will initially evaluate suppliers based on their ability to provide supply security and competitively priced LNG. The regulator will look at factors including price volatility management, price indexation diversity and flexibility in contract terms. EMA then hopes to shortlist three firms in the second stage of the process.
The shortlisted firms will have to negotiate LNG sales to potential domestic buyers in order to secure binding commitments for the imported LNG, Iswaran said.
Spot LNG imports for domestic use will be regulated. Local gas buyers will be allocated annual spot credits as a percentage of their long-term gas import volumes, Iswaran said. The credits are tradeable and will be valid for a year.
The EMA will release its final determination paper for Singapore's LNG import framework beyond BG's existing 3mn t/yr franchise by the end of this week. An earlier consultation paper was released in June.
