Citgo began shutting its 200,000 b/d refinery in Corpus Christi, Texas, overnight as Hurricane Harvey approached the Texas coast.
The company began emergency shutdown work ahead of the storm and increased emissions starting at 11pm ET, according to a filing to state environmental regulators.
Citgo has not responded to requests for comment. The company is the US refining subsidiary of Venezuelan national oil firm PdV.
The refinery yesterday shut a fluid catalytic cracking unit after discovering a leak, according to a separate, earlier filing.
Citgo's shutdown marks the final Corpus Christi-area refinery to bring down units for the storm. Yesterday, Flint Hills Resources shut its 260,000 b/d refinery and Valero shut its 275,000 b/d Corpus Christi and 95,000 b/d Three Rivers refinery ahead of the approaching hurricane.
Harvey was moving toward the city with wind speeds of 110 mph at 11am ET, making it a category 2 hurricane. The storm is expected to intensify before landfall later today and threatens heavy flooding across the Texas coast.
