Cement market strength supports Chinese coal prices

China's cement prices increased sharply this month as activity resumed in the construction sector, potentially supporting domestic coal prices.

Cement producers in Zhejiang, Anhui, Jiangsu and Jiangxi provinces raised their asking prices for cement clinker by 20-30 yuan/t recently. The move came as construction projects restarted in various regions after the rainy and hot summer season in July and August. Higher cement prices are likely to raise the price that cement producers will pay for coal.

A few infrastructure and building projects were forced to suspend construction in July following floods in many parts of the country. Construction normally slows in summer to allow workers some time off during the hot afternoons. The recovery of construction this month is likely to have boosted cement demand.

Around 10 provinces ordered cement producers to suspend production for varying periods during June-September to reduce emissions from power use in the summer peak season. Many of them are due to restart before early September, also potentially raising demand for thermal coal.

China's cement production normally increases during September-November against July-August, the lull season for the construction sector. Cement output in September 2019 was 217.65mn t, up from 210.18mn t the previous month.

Firmer demand and tighter supplies are supporting domestic coal prices, with bids for NAR 5,500kcal/kg coal at around Yn556-558/t fob ports in north China today, while offers were around Yn560-564/t. This compares with the last Argus assessment of Yn558.08/t ($81.64/t) fob Qinhuangdao on 4 September.

Coal consumption by the construction sector, which mainly comprises cement and glass producers, was 50mn t in July. This was up by 2.4pc from a year earlier, making construction the second-largest thermal coal-consuming sector after power generation.

But firmer coal demand by cement producers is unlikely to raise demand for imported coal because of government restrictions. Almost all domestic cement producers were denied import quotas this year as Beijing put stricter curbs on coal imports compared with the past two years.

Chinese coal imports fell again in August because of tighter quotas, with last month's year-on-year decline steeper than in July. The imports, including anthracite, coking coal and thermal coal, reached an intra-year low of 20.66mn t in August, according to preliminary customs data. This was a 37pc drop from a year earlier, steeper than a 21pc year-on-year fall in July.

Singapore, 4 July (Argus) — Indian private-sector metals and mining company Hindustan Zinc is seeking up to 300,000t of thermal coal imports through a tender that closes on 8 July. The company wants imported coal of any origin in cargo sizes of 55,000t, 75,000t, 100,000t, 120,000t or 150,000t of unspecified calorific value (CV) to be delivered by August or the first half of September. It is seeking offers for coal preferably priced on a dap basis, but is open to receiving offers on fob, cfr or cif basis to Kandla, Dahej or Mundra ports on India's west coast. It would take at least two cargoes of imported coal. Hindustan Zinc wants coal with a sulphur content of less than 3pc on an air-dried basis. Total moisture levels should be 8-21pc. Typical ash content for high-ash coal should be up to 24pc with rejection level at 27pc, while the typical ash content for low-ash coal is at 12pc, with rejection limit at 13pc. Volatile matter should range 20-42pc. Prospective bidders should submit their applications by 8 July, with validity until 11 July. Interested bidders have to register on the auction portal — https://hzl.supplier.ariba.com — to participate in the tender. Stock and sale Hindustan Zinc is also seeking up to 20,000t of imported thermal coal with a typical CV of more than NAR 5,800 kcal/kg coal, with a minimum of NAR 5,500 kcal/kg, from stock and sale traders through the same tender. The company would prefer the stock-and-sale coal to be of South African origin that can be supplied at the earliest. The company would try to lift the cargo from a port on west coast of India within 45 days of award of the tender. The stock-and-sale coal should have high fixed carbon and low volatile matter content. The typical fixed carbon level should be at 50pc with rejection limit at 45pc, while volatile matter should be at 23pc with rejection limit set at 26pc. Typical ash level should be at 18pc, with the rejection limit at 22pc. Total moisture should be between 5-12pc. Hindustan Zinc is seeking the imported and stock-and-sale coal cargoes for its captive power plants, which have a combined capacity of 505.5MW. Upper Mississippi locks closed by high water

Houston, 3 July (Argus) — High water levels on the upper Mississippi River have caused several lock closures and spurred delays for barge carriers. Lock and Dams (L&D) 12, 16 and 17 on the upper Mississippi River closed 2 July and are expected to remain closed through the rest of this week and possibly into the next, according to the US Army Corps of Engineers. Locks 11, 13, 18 and 20 are expected to close on 4 July. The Corps will likely close locks 14 and 22 on 5 July, while lock 15 is expected to close 6 July. The Corps said the duration of the July 4-5 closures is unclear. Another 2-5 inches of rain fell along the western Corn Belt in the past week, according to the National Oceanic and Atmospheric Administration. High river conditions led to major flood status at Dubuque, Iowa, while other locations along the river are at moderate flooding levels. Water levels are 4-5ft below record highs on the upper Mississippi River. The outdraft at lock and dam 16 was at 211,444 cubic feet per second (cfs) on Tuesday, compared with typical flow of 41,100cfs. Major barge carrier American Commercial Barge Line anticipates 7-10 days of disruption followed by a 2-3 week catch-up. US services contract in June, signal broad weakening

Houston, 3 July (Argus) — Economic activity in the US services sector contracted in June by the most since 2020 while a report earlier this week showed contraction in manufacturing, signaling a broad-based slowdown in the economy as the second quarter came to an end. The Institute for Supply Management's (ISM) services purchasing managers index (PMI) registered 48.8 in June, down from 53.8 in May. Readings above 50 signal expansion, while those below 50 signal contraction for the services economy. The June services PMI "indicates the overall economy is contracting for the first time in 17 months," ISM said. "The decrease in the composite index in June is a result of notably lower business activity, a contraction in new orders for the second time since May 2020 and continued contraction in employment." The business activity/production index fell to 49.6 from 61.2. New orders fell by 6.8 points to 47.3. Employment fell by 1 point to 46.1. Monthly PMI reports can be volatile, but a services PMI above 49 over time generally indicates an expansion of the overall economy. "Survey respondents report that in general, business is flat or lower, and although inflation is easing, some commodities have significantly higher costs," ISM said. The prices index fell by 1.8 points to 56.3, showing slowing but robust price gains. ISM's manufacturing PMI fell to 48.5 in June from 48.7 in May, ISM reported on 1 July. It was the third consecutive month of contraction and marked a 19th month of contraction in the past 20 months. Wednesday's weaker than expected ISM report, together with a Wednesday report showing initial jobless claims last week rose to their highest in two years, slightly increase the odds that the Federal Reserve may lower its target rate later this year after maintaining it at 23-year highs since last year in an effort to stem inflation. Australia’s TerraCom misses FY2024 coal sales target

Sydney, 3 July (Argus) — Australian thermal coal producer TerraCom has failed to hit its full-year sales guidance for the 2024 fiscal year to 30 June, because of lower sales at its Blair Athol mine. The Blair Athol mine in Queensland state's Bowen basin sold 408,000t for April-June to finish the year at 1.57mn t, below its 1.7mn t guidance. This came because of significant unscheduled downtime occurring on the dragline in mid-June, the firm said on 3 July. This ultimately affected railing its output to port, with the third planned June shipment now to be made in early July, TerraCom said. TerraCom last year slashed its expected thermal coal sales for the year to 30 June 2023 to 1.8mn t from 1.9mn t, because of issues with logistics on the Queensland rail network it uses. TerraCom, which sells Blair Athol coal to Japanese and South Korean energy markets and the Indian sponge iron market, has set a sales guidance for the mine of 1.8mn t for the year to 30 June 2025. Venezuela's Maduro open to talks with the US

Caracas, 2 July (Argus) — Venezuelan leader Nicolas Maduro plans to talk with US envoys on Wednesday to discuss allowing the South American country to increase oil exports in exchange for free and fair elections, he said late on Monday. But Maduro's call for dialogue comes less than a month before the 28 July election in which polls show him up to 40 percentage points behind his main challenger. It is also after the US rescinded a six-month reprieve on sanctions in April, accusing Venezuela of violating a commitment to hold a fair vote. Maduro said that the US had sought dialogue with him "for two months in a row", and, "after thinking about it, I have accepted". The head of the pro-Maduro assembly elected in 2020, Jorge Rodriguez, will represent him in the talks, Maduro said. The US State Department declined to directly confirm Maduro's statement but said that the US welcomed "dialogue in good faith, and we support the Venezuelan people's desire for competitive and inclusive elections on July 28." The US ties sanctions relief to Maduro's observing the 2023 Barbados agreement with the Venezuelan opposition, which promised to hold a competitive presidential election. The US in April reimposed sanctions against Venezuela because the Maduro government did not allow the main opposition contender, Maria Corina Machado, to run for president. Former Venezuelan diplomat Edmundo Gonzalez is the sole presidential candidate representing the opposition Unitary Platform. "We are clear-eyed that democratic change will not be easy, and certainly requires a serious commitment," the US State Department said. "This is something that we will continue to focus on when we will engage in dialogue with with a broad range of Venezuelan actors." Venezuela in recent weeks has barred an additional 10 city mayors from running for office for 15 years after they expressed support for Gonzalez, according to the CNE electoral authority and the comptroller general's office. During the first six months of 2024 Maduro has arrested 39 people connected to Gonzalez's campaign, the last one as recently as 30 June, a campaign source told Argus, using figures from Venezuelan non-governmental organizations. Police over the weekend also detained Machado for several hours while leaving a rally for Gonzalez. Venezuela's oil output increased by around 4pc in May to 911,700 b/d from 878,000 b/d in April as drilling campaigns showed results after three months of flat production, according to the oil ministry.
