Porto de Itaqui traça plano para zerar emissões

O porto de Itaqui, no Maranhão, prepara um plano de descarbonização, a ser lançado em outubro de 2024, para zerar as emissões de gases de efeito estufa até 2050, em meio a esforços para a transição energética.

O projeto é uma parceria entre a Empresa Maranhense de Administração Portuária (Emap) e o porto espanhol de Valência, que entregará três planos de ação para auxiliar Itaqui a definir futuras políticas e medidas. O porto brasileiro movimenta, principalmente, exportações de grãos e importações de derivados de petróleo, como diesel e gasolina.

Itaqui investiu R$1,8 milhão na iniciativa e recebeu o primeiro plano de ação,a respeito da metodologia do projeto, em setembro. Para os próximos passos, Valencia entregará um inventário da pegada de carbono do porto, em referência aos dados de 2022, que servirão como marco zero para o projeto. O plano final de descarbonização será divulgado em outubro do ano que vem.

Itaqui emite 700 t/ano de carbono, de acordo com pesquisas anteriores. "Acredito que as estimativas de Valencia serão um pouco maiores, pois os parâmetros internacionais podem ser diferentes", contou a gerente de Meio Ambiente do porto, Luane Lemos, à Argus.

Os três escopos de emissões de gases de efeito estufa, relativos a diferentes níveis de atividade, serão considerados no plano, que cobrirá de caminhões a navios e equipamentos portuários. "O documento vai nos orientar como poderemos substituir veículos poluentes, por exemplo", Lemos disse. "Pode ser com ferrovias, mudando o combustível ou trazendo as regiões consumidoras para mais perto."

Os caminhos para zerar as emissões também podem incluir hidrogênio, energia solar e eólicas offshore, ela acrescentou. A iniciativa para impulsionar fontes de energia renováveis no país é uma tendência em ascensão nos portos brasileiros. Suape, Santos e Pecém já anunciaram planos para produzir hidrogênio nos próximos anos.

O estado do Maranhão também está recebendo propostas de empresas internacionais sobre hidrogênio verde, contou Lemos à Argus. "Os navios estão evoluindo para usar combustíveis alternativos, e a amônia, o hidrogênio e gás têm sido ventilados como uma possível alternativa."

Mas os combustíveis fósseis não serão deixados de lado. "O mercado está mudando e estamos tentando acompanhar o mercado de combustíveis fósseis e outras demandas que estão chegando em decorrência de alterações globais", ela afirmou. Itaqui, inclusive, começará a exportar sebo bovino para ser utilizado como matéria-prima para renováveis no mês que vem.

O projeto de descarbonização é o primeiro em um porto brasileiro e teve 90pc de aderência de outras companhias que operam em Itaqui, como operadoras arrendatárias, agências que representam navios, profissionais de praticagem e transportadoras.

As discussões sobre mudanças climáticas não são novidade no porto maranhense, tendo começado em 2021. Após os primeiros inventários de emissões, , calculados no mesmo ano, autoridades enxergaram a necessidade de construir um plano de descarbonização, apontou Lemos. "Olhamos para Valencia, que possui metas de zerar as emissões até 2030 e muita experiência no setor."

Hamburg, 17 July (Argus) — The EU needs a "reality check" on "overly ambitious targets" for renewable hydrogen production and imports, the European Court of Auditors (ECA) has said. The European Commission's RePowerEU targets of producing 10mn t/yr renewable hydrogen by 2030 and importing the same amount were based on "political will" rather than "a robust analysis," the ECA said in a report on EU renewable hydrogen policy. The bloc is "unlikely to meet" the targets "based on available information from member states and industry". Some industry participants have for a long time criticised the EU goals as unrealistic . In a response to the ECA's report, the commission said it "acknowledges the challenges" associated with reaching these "aspirational targets". The commission said it will "assess whether the aspirational targets can be reached," but noted it "cannot commit to any update at this stage". It said the underlying objectives "are still valid" and that "a downward review of the targets" could increase uncertainties for investors. But earlier this year, an assessment in which the commission set out scenarios for the energy sector anticipated much lower domestic renewable hydrogen production of around 3mn t/yr by 2030 . The commission told Argus at the time that the RePowerEU projections for 2030 would be reviewed once member states have submitted updated national and energy climate plans (NECPs). These were due by the end of June, but only a few member states submitted them on time . Responding to the ECA report, the commission said it would accept a recommendation to review its hydrogen strategy more broadly — including incentive mechanisms, the prioritisation of funds and the role of imports compared with domestic production — noting it would take the NECPs into account for this. EU funding could amount to €18.8bn in 2021-27, based on the ECA's estimates. But the commission itself "does not have a full overview of needs or of the public funding available," the ECA said. Funding opportunities are "scattered between several programmes," which makes it "difficult for companies to determine the type of funding best suited for a given project," it said. The ECA acknowledged that progress has been made on key regulatory areas, including a definition of renewable hydrogen. But the body notes that this took a long time, leading to investment decisions for projects being delayed. Mexico City, 16 July (Argus) — Las importaciones de combustible en México aumentaron en julio de cara a la temporada de viajes de verano e impulsadas por una disminución de la producción nacional en las refinerías de la estatal Pemex. Las importaciones marítimas a México de gasolina, diésel y turbosina, incluidas las importaciones de Pemex y privados, aumentaron un 18pc a aproximadamente 780,000 b/d del 1 al 10 de julio, frente a 663,000 b/d en el mismo periodo de 2023, según datos de Vortexa. Petronav Ship Management said its tanker, Olvia , was not targeted as claimed by Yemen's Houthi militants. An attack in the Mediterranean would be a big step outside the Houthi's region of operations, which is limited to the area in and around the Bab el-Mandeb strait at the southern end of the Red Sea. The Houthis claimed two other attacks today in the Red Sea, on crude tanker Chios Lion and oil product tanker Bentley I . Yemen’s Houthis attack ships in Red Sea, Mediterranean

Singapore, 16 July (Argus) — Yemen-based Houthi militants have launched three military operations in the Red Sea and the Mediterranean, Yemen's state-owned news agency Saba said on 15 July. The Houthis carried out multiple attacks against an Israel-owned oil product tanker in the Red Sea, according to US Central Command (Centcom) on 16 July. The Houthis used three surface vessels to attack the Panama-flagged and Monaco-operated Bentley I , which was carrying vegetable oil from Russia to China, Centcom said. There was no reported damage or injuries, Centcom said. Bentley I loaded 39,480t of sunflower oil at Russia's Taman port on 3 July, according to global trade analytics platform Kpler. The Houthis also separately attacked a Marshall Islands-owned, Greek-operated crude oil tanker Chios Lion with an uncrewed surface vessel (USV) in the Red Sea. The USV caused damage but the Chios Lion has not requested assistance and there have not been any reported injuries, Centcom said. The Houthis described its hit as "accurate and direct", according to Saba. The Chios Lion loaded 60,000t (387,000 bl) of high-sulphur straight-run fuel oil on 30 June and 30,000t of fuel oil on 18 June, both at Russia's Tuapse port, according to Kpler. It planned to unload these in China on 22 July. The Houthis have claimed responsibility for these two ship attacks, which were targeted "owing to violation ban decision of access to the ports of occupied Palestine by the company that owns the ship". The Houthis also claimed a third attack on the Olvia with the Iraqi Islamic Resistance in the Mediterranean, with this having "successfully achieved its objective". The Olvia loaded about 6,300t of very-low sulphur fuel oil at Israel's Haifa port on 12 July and was scheduled to unload this at Israel's Ashdod refinery on 13 July. Crude prices were largely lower at 04:00 GMT. The Ice front-month September Brent contract was at $84.63/bl, lower by 22¢/bl from its settlement on 15 July when the contract ended 18¢/bl lower. The Nymex front-month August crude contract was at $81.65/bl, down by 26¢/bl from its settlement on 15 July when the contract ended 30¢/bl lower. Washington, 15 July (Argus) — Former president Donald Trump has selected US senator JD Vance (R-Ohio) as his vice presidential pick for his 2024 campaign, elevating a former venture capitalist and close ally to become his running mate in the election. Vance, 39, is best known for his bestselling memoir Hillbilly Elegy that documented his upbringing in Middletown, Ohio, and his Appalachian roots. In the run-up to the presidential elections in 2016, Vance said he was "a never Trump guy" and called Trump "reprehensible." But he has since become one of Trump's top supporters and adopted many of his policies on the economy and immigration. Vance voted against providing more military aid to Ukraine and pushed Europe to spend more on defense. Trump said he chose his running mate after "lengthy deliberation and thought," citing Vance's service in the military, his law degree and his business career, which included launching venture capital firm Narya in 2020. Vance will do "everything he can to help me MAKE AMERICA GREAT AGAIN," Trump said today in a social media post. Like Trump, Vance has pushed to increase domestic oil and gas production and criticized government support for electric vehicles. President Joe Biden's energy policies have been "at war" with workers in states that are struggling because of the importance of low-cost energy to manufacturing, Vance said last month in an interview with Fox News. Trump made the announcement about Vance on the first day of the Republican National Convention in Milwaukee, Wisconsin, and just two days after surviving an assassination attempt during a campaign event in Pennsylvania. Earlier today, federal district court judge Aileen Cannon threw out a felony indictment that alleged Trump had mishandled classified government documents after leaving office.
