ECA's green export finance bypasses developing nations

The "greening" of export credit agency's (ECA) finance which occurred in the past decade has largely bypassed developing countries, with investments mainly flowing to higher-income countries, according to a study on ECA transactions.

The study, carried out by researchers from the business schools HEC Lausanne, ETH Zurich and HEC Paris, shows that ECA energy finance going to lower-income countries dropped to below 30pc in 2022-23 from 47pc in 2013-15. ECAs, including export-import banks, are state-backed agencies that help national exporters finance deals abroad by providing guarantees or loans.

The share of ECA renewables commitments — mostly offshore wind and, increasingly, green hydrogen — rose to around 40pc in 2022–23, from under 10pc in 2013. The complete phase-out of fossil fuel financing appears "distant", the researchers noted.

While ECAs handle financing volumes "on a par with multilateral development banks such as the World Bank", the scope and direction of their energy investments have largely remained "opaque", the researchers said. The study is based on an analysis of almost 1,000 transactions between 2013-23 which financed energy-related infrastructure and were supported by ECAs. For some key ECA countries such as China or Canada, data is only partially available.

The study also reveals "notable" disparities between countries. Most members of the Export Finance for Future coalition (E3F), a group of European countries committed to aligning their export finance with the Paris climate agreement, have introduced stricter fossil fuel exclusions and are boosting their renewable portfolios. At the same time, major players like South Korea, Japan, and China have maintained significant levels of oil and gas lending.

OECD countries should introduce "more rigorous climate policies" and renew international cooperation, the researchers said, particularly with non-OECD countries such as China. The OECD — where ECA terms and conditions are negotiated — could relaunch the International Working Group on ECAs, they said, to help ensure that countries phasing out support for fossil fuels do not see their market shares grabbed by others.

Better renewable investment support via ECAs could help scale up the new collective quantified goal (NCQG) on climate finance, set at a minimum of $300bn annually by 2035 at the last UN Cop 29 climate summit in November, the researchers said. And ECA mandates could also be broadened to accommodate the needs of lower-income regions.

"It is high time for ECAs to complete the shift to renewable energy, and through carefully designed policies and international cooperation, become true catalysts for a rapid and just energy transition," lead author Philipp Censkowsky from HEC Lausanne said.

Berlin, 4 March (Argus) — Germany's economy ministry has launched a second call for funding decarbonisation projects aimed at mid-sized industry companies, the tender manager announced today. The main tender part, managed by Cottbus-based Competence Centre for Climate Protection in Energy-Intensive Industries KEI, addresses decarbonisation measures planned by mid-sized companies, either through the electrification of processes or the use of hydrogen. Support is capped at €200mn per project. Interested companies are expected to submit a "meaningful" outline of their project by 15 May, KEI said. The formal application phase will begin once their proposal has been accepted. Financing will be provided under the EU's Temporary Crisis and Transition Framework (TCTF), which aims to accelerate green technology funding for a climate-neutral economy. To conform with EU state aid law, grants under the TCTF must be approved by 31 December. The other part of the tender is managed by the Julich research institute and addresses carbon capture and storage or use projects, restricted to hard-to-abate emissions. Support is capped at €30mn per project, or €35mn for industrial research. A total of €3.3bn has been set aside until 2030 for the support, to be financed by Germany's climate and transformation fund KTF, itself financed through the EU emissions trading system and Germany's domestic carbon price. Both tender parts are aimed at industrial companies based in Germany, and which plan or operate plants with industrial processes that are to save at least 40pc of their carbon emissions in production through investments or research projects. The programme is focused on, but not limited to, companies in energy-intensive basic industries such as steel, chemicals, glass, ceramics, paper, cement and lime. The first tender round was held in August . The outgoing government has planned annual calls for funding until 2030. Germany's economy ministry has also held tenders for carbon contracts for difference aimed at larger industry groups. EU, US industry discuss methane regulation

Brussels, 4 March (Argus) — EU officials today held technical talks with US firms to discuss the former's 2024 Methane Emissions Regulation (MER), to support "mutual understanding" on implementation, European Commission officials said. Commission officials added that there are no negotiations with the US on MER, which has caused concern among both US exporters to the EU and the European gas industry. Oil, gas and coal importers will from 1 January 2027 be required to demonstrate equivalent monitoring, reporting and verification (MRV) requirements at production level under the regulation. The commission is then expected to establish by 2030 methane intensity classes for producers' and companies' crude, natural gas and coal sold in the EU. The online discussion with US firms follows a "respectful" request by US energy officials to initiate an equivalence determination process. This would allow US methane measurement and reporting procedures to meet EU requirements. Senior US officials noted last year that the EU's equivalence determination process would take time and emphasised the need to begin discussions as soon as possible to ensure the continued reliable and stable supply of US gas to Europe. Commission officials downplayed the meeting today as part of an ongoing engagement on methane emission abatement. But the commission referred to the MER's requirement for importers of gas, oil and coal to provide national authorities with a report on the quantification of source-level methane emissions by 5 August 2025. EU officials are also cautious about drawing "far-reaching" conclusions in terms of the MER's potential effect on relations with US partners, they said. Talks between the EU policymakers and US industry come at a critical moment, according to trade association Eurogas secretary general Andreas Guth. "We hope any talks will be used to resolve concerns around the timeline, uncertainties, and broader impact of the EU's methane regulation, notably on security of affordable supply, while ensuring methane emissions are reduced," said Guth. Eurogas noted the MER's uncertain intensity calculation methodologies and extraterritorial implications. And the organisation said firms are already shying away from liability risks and potential penalties of up to 20pc of the importer's annual turnover. Von der Leyen said the commission will stick to agreed CO2 emission reduction targets for fleets. But the commission will show "more pragmatism in these difficult times" and technology neutrality. She specifically promised a "focused" amendment to the bloc's CO2 standards regulation this month, to introduce "pragmatism" with respect to possible penalties for not complying with 2025 targets. The EU's CO2 standards for manufacturers lay down an EU-wide fleet greenhouse gas target for light passenger vehicles and vans of 93.6 g/km until 2029. That represents a 15pc reduction compared with a 2021 baseline for cars. This falls to 49.5 g/km for 2030-34, a 55pc reduction, and 0g/km from 2035. "Instead of annual compliance, companies will get three years," von der Leyen said, noting the principle of "banking and borrowing". "The targets stay the same; they have to fulfil the targets. It means more breathing space for industry and more clarity, and without changing the agreed targets," she said. The proposal for flexibility on CO2 standards will "significantly delay" Europe's electric vehicle roll-out over the next two years, industry association E-Mobility Europe secretary-general Chris Heron said. He estimated that half a million fewer electric cars could enter the EU market in 2025. "That uncertainty is bad news for investors in EU charging infrastructure, battery production, and e-mobility overall," Heron said, noting legal and competitive issues from changing the rules midway. The amendment would need to be agreed quickly by the European parliament and a qualified majority of EU member states. The EU biofuels and hydrogen industry last week expressed disappointment at a draft outline of the commission's forthcoming automotive industrial action plan, for not mentioning low and carbon neutral biofuels and hydrogen. Energy a priority for Uruguay’s new government

Montevideo, 28 February (Argus) — Energy will play a central role as Uruguay's new president Yamandu Orsi begins his five-year term on 1 March. Orsi, of the left-wing Broad Front coalition, takes over one of South America's most economically and politically stable countries. The economy is forecast to expand by 3pc this year, above the regional average, and the government wants to attract investment to maintain growth. The energy sector is a priority. Uruguay already has one of the region's cleanest grids, with 99pc of power coming from renewable sources, and in February reached the goal of 100pc electrification nationwide, according to the state-run electric company, UTE. The Orsi administration is studying options for the second phase of the energy transition, which includes adding capacity to meet increasing demand from electrification of transportation and clean fuel production. New finance minister Gabriel Oddone said the administration would focus on reducing red tape and potentially provide incentives for investment in the energy sector. Uruguay currently has close to 5.3GW of installed capacity, with 78pc in renewable sources, for its population of 3.5mn. The UTE, which had a profit of $315mn in 2024, is adding 100MW in wind power in the next two years. The Orsi administration plans to prioritize solar capacity. The new government is keenly following the development of low-carbon hydrogen and e-fuel projects. The most advanced project is for production of 700,000 tonnes (t) of synthetic fuel by Chile's HIF Global and ALUR, the biofuel arm of the state-owned Ancap. Investment is estimated at $6bn, making it the largest planned single investment in the country's history. The company requested approval in January of environmental permits for the project's solar park that would include 1.84mn bifacial solar panels. It would produce a peak of 1,162MW. Construction would take 18 months from approval. The municipal council in Paysandu, in northwestern Uruguay where the project is planned, on 27 February approved a change in land use to facilitate plant construction. Ancap, which lost an estimated $130mn last year because its only refinery was closed for six months, has proposed offshore production of low-carbon hydrogen. The Orsi administration has not yet committed to the project. Reverse transition? The new government will also have to also have to decide on the future of seven offshore exploration blocks, with seismic testing planned for late this year, and the possible construction of a gas pipeline that would link Argentina and Brazil. A pipeline exists from Argentina to Uruguay, but it could be expanded and extended to supply southern Brazil. It would require an additional 415km (258mi) in Uruguay, and around 500km in Brazil's Rio Grande do Sul state. Orsi has taken a wait-and-see attitude toward exploration, while a gas pipeline would likely have more popular support because it could expand service from only a section of the coast to a wider region.
