The European Commission has approved a total of more than €500mn of state aid from Germany and Spain to support steelmaker ArcelorMittal as it seeks to decarbonise its processes using renewable hydrogen.

The commission has given the nod to the Spanish government to provide a direct grant of €460mn ($492mn) to ArcelorMittal for construction of a €1bn direct reduced iron (DRI) plant at its steel production site in Gijon in northern Spain. In combination with an electric arc furnace, the DRI plant will substitute the current blast furnace and allow for natural gas to be gradually phased out from the production process, the commission said. The plant is expected to start operations by the end of 2025 and could produce 2.3mn t/yr of DRI, avoiding 70.9mn t of CO2 emissions in total, it said.

The commission separately approved €55mn in state aid from Germany to ArcelorMittal for a €110mn pilot project testing renewable hydrogen in steel production. ArcelorMittal plans to build a DRI unit in Hamburg that will produce 100,000 t/yr of iron to be fed into an electric arc furnace alongside scrap for steel production. The project will avert 700,000t of CO2 emissions in total, according to the EU. ArcelorMittal aims to trial using hydrogen instead of natural gas to produce iron, and to discover how the carbon-free iron reacts in the electric furnace. But the start date for the plant has slipped to 2026 from 2025 initially planned.

ArcelorMittal will use the experience gained to decarbonise its EU steel production on a larger scale and has committed to share technical lessons with European steel producers, the EU said. The company is also considering using hydrogen at other sites including in France, Belgium and Bremen in Germany.

Last year the EU approved €1bn in state aid for Salzgitter to help decarbonise its steel production using hydrogen. The EU has approved more than €12bn in state aid for hydrogen projects, many of which target hard-to-abate sectors like steel.

The steel industry will be a key consumer of hydrogen as it seeks to decarbonise, but steelmakers are concerned about security and affordability of supply. The sector is about to start a massive transition from coal-based to hydrogen-based production, which means "a major shift in technology," Thyssenkrupp's head of government and regulatory affairs Erika Mink said earlier this week. "We practically have to build new steel plants while we still run the old ones in order to serve our customers," she said.

Thyssenkrupp is planning large investments for moving to hydrogen-based green steel, including at its plant at Duisburg in western Germany. But its plans are dependent on public funding. Hydrogen supply is a major concern for Thyssenkrupp. Mink said the company faces a future in which energy accounts for 50-60pc of its production costs post-transition, compared with 5pc at present. "Our whole business model will depend on availability and affordability of renewable electricity and hydrogen," she said.

Mink called for a "hydrogen map" or "master plan" for Europe to detail demand from different regions and the likely capacity for supply from local production and imports, saying this would allow Europe to set priorities and plan effectively. She also echoed calls for simpler funding mechanisms and said it was concerning for steel makers to see potential hydrogen and electrolyser suppliers prioritising investments in the US over Europe.

Houston, 21 November (Argus) — The US government alleged that Japanese steelmaker Nippon Steel dumped hot-rolled (HR) flat steel products at higher rates than previously determined. The US Department of Commerce's International Trade Administration (ITA) determined that during the period from October 2022 through September 2023, Nippon sold HR steel flat products with a weighted-average dumping margin of 29.03pc, up from the 1.39pc dumping margin the ITA determined for the prior period of October 2021 through September 2022. Tokyo Steel Manufacturing, which was also investigated, was determined to have not sold HR flat steel below market value, unchanged from a prior review. US imports during the period from October 2022 through September 2023 of the investigated items from Japan were 202,000 metric tonnes (t), down from the 293,600t imported in the same period the prior year, according to customs data. The original investigation into imports of Japanese flat-steel products was concluded in 2016. The ITA is now reviewing the time period of October 2023 through September 2024 and expects to issue the final results of these reviews no later than 31 October 2025. The US imported 235,700t of the investigated products from Japan during that time, customs data showed. Japan’s crude steel output drops further in October

Tokyo, 21 November (Argus) — Japan's crude steel production in October fell on the year for an eighth straight month, partly because of lower steel demand from the construction sector. The country produced 6.9mn t of crude steel in October, down by 7.8pc from a year earlier, according to preliminary data released by industry group the Japan Iron and Steel Federation (JISF) on 21 November. Crude steel production by basic oxygen furnace (BOF) fell by 6.8pc on the year to 5.1mn t, marking the eighth consecutive month of year-on-year fall. Crude steel output by electric arc furnace (EAF) declined for a third straight month by 10.5pc to 1.8mn t. A double-digit output fall by EAF is partly reflecting the weaker steel demand in the construction sector. The country's steel demand is heavily dependent on the automobile and construction sectors, and steel products for each industry are generally produced using the BOF and EAF methods respectively. Booked orders of ordinary steel for construction use in September fell by 11.3pc on the year to 651,035t, marking the fourth consecutive month of year-on-year decline, according to the separate data released by JISF on 18 November. The country's major steel producer JFE on 6 November revised downward its crude steel output to 22.4mn t for the current fiscal year ending 31 March 2025. This is 600,000t lower than its initial figure announced in August, partly owing to weaker than anticipated steel demand from the construction sector, according to the steel company. Rising material costs and labour shortages are causing delays in major construction projects, JFE said, adding that lower steel demand in the construction industry is "becoming even more obvious.". EU countries urged to align green H2 rules for refining

Brussels, 20 November (Argus) — EU member states must harmonise the incentives they offer refineries to switch to renewable hydrogen in order to simplify investment decisions and ensure a level playing field, delegates heard at the European Hydrogen Week event in Brussels. Frontrunner countries have diverged. Germany has proposed simpler and more lucrative incentives for its fuel producers compared with the neighbouring Netherlands, while Belgium has drafted its plans but is yet to cement them until its new government settles, industry participants said at the event. To stimulate demand, these governments are working on versions of a scheme sometimes called "the refinery route" which allows transport fuel producers to generate tradeable credits if they substitute renewable hydrogen into their processes. But implementation of the scheme has been put in the hands of each EU member, which has yielded different designs even between neighbours. Industry groups from Germany, Belgium and the Netherlands argued this week that aligning their hydrogen policies would have an outsized impact and could set a direction for others. The trio account for 30pc of Europe's industry and 40pc of its hydrogen consumption, according to Dutch industry group NLHydrogen's chairman Marcel Galjee. "If we can't find agreement even in these three countries, then it becomes impossible at the European level, so let's take these countries as a start and build from there," Galjee said. Having uniform rules would simplify the calculation of the value of the incentives which is "the only way to drive investment", according to Galjee. "If we would align Germany, Belgium [and] the Netherlands, it would be much easier to determine the value of a refinery route in your business case. That is currently very difficult and it's preventing progress," he said. The Netherlands' recent proposal to deploy a correction factor to curb the value of its credits angered some refiners and industry groups . The Dutch approach to deploy a correction factor to drive more renewable hydrogen use in refineries was good thinking but bad execution, according to Galjee. The Netherlands would be better copying Germany's policies without a correction factor and then increasing the size of the Dutch quota for renewable hydrogen use in transport as a simpler way to get the demand stimulus it wants, he argued. Boosting demand was not the only intention of the correction factor, however, as the Netherlands also wanted to stop the refinery route undermining direct use of hydrogen and derivatives in vehicles. Fully copying Germany may not be a "realistic option in the Dutch environment today", and while Galjee hopes the Netherlands can move closer to Germany's refinery route system, the top priority must be that some form of the Dutch refinery route starts on time in January 2026, he said. Belgian industry also wants its government to replicate the system devised by Germany, according to Belgium Hydrogen Council chair and Port of Antwerp-Bruges chief operations officer Tom Hautekiet. "Don't try to be smart, just copy and don't change anything from the German system. I want it exactly the same, with the same multipliers, the same objectives," he said. Belgium will likely confirm its plans publicly in a matter of months, and Hautekiet is hoping the government will hear the message from industry. There could even more divergence across the rest of the bloc. Industry participants said they have found it impossible to track every country. France has also proposed a version of the refinery route, but it differs from Germany in certain other areas of hydrogen policy, which has meant the other three have found it easier to present cohesive views as a trio. The issue of fragmentation may deepen in coming months as EU member states start to transpose into national law EU mandates relating to hydrogen in industry ahead of the May 2025 deadline. ArcelorMittal could close two service centres in France

London, 20 November (Argus) — Europe's largest steelmaker ArcelorMittal is contemplating closing two service centres in France as part of a restructuring at its Centres de Services business in the country. The company informed staff on Tuesday that it might close its Reims and Denain sites because of a "sharp drop in activity among its industry and automotive customers", the company told Argus . Negotiations with trade unions will begin shortly, it said. Rumours about the potential closures have been circling since just before a large industry event in Hannover, Germany, in late October. Further consolidation and restructuring is expected throughout the European service centre market because of the fall in real consumption, and the difficult financial position it has caused for some processors. Most service centres have been selling processed sheet at a loss in recent months, because of weak end-consumption. German cold-roller Bilstein, that sells predominantly to the automotive industry, will reduce headcount and is contemplating closing one of its five lines, or reducing shifts across its business. There have also been market discussions about ArcelorMittal selling other automotive-facing service centres in Europe, as part of a wider reorganisation of the EU processing sector. Germany's largest steelmaker, ThyssenKrupp, has closed some of its distribution sites in its home country. Participants note the service centres are not part of ThyssenKrupp Steel Europe, which is still in talks with Daniel Kretinsky over taking a 50pc share in the business. ThyssenKrupp's ownership change could have wider ramifications for the service centre and steelmaking sector in general, with Kretinsky open to finding a strategic partner.
