Stalled e-methanol projects leave forecast murky

Ambitious plans for e-methanol plants worldwide are losing traction as high feedstock costs and an uncertain investment climate are turning developers away, writes Emmeline Willey

The project pipeline for production of hydrogen and derivatives is growing steadily — and e-methanol plants are no exception. But only a few of the global e-methanol projects Argus is tracking are set to meet their ambitious start-up targets and some developers have hit pause, leaving the outlook uncertain.

Argus is currently tracking 66 production sites globally that could together produce more than 9.3mn t/yr of e-methanol by combining electrolytic hydrogen and CO2, with most due to come on line before the end of the decade. But less than 4pc of this capacity can be considered firm, where projects would have at least reached a final investment decision. Only two of 13 projects slated for start-up in 2025 are considered firm, suggesting that the bulk of facilities due to begin operations next year are increasingly unlikely to meet this deadline.

China has the largest market for fossil fuel-based methanol today and — as with renewable hydrogen projects more generally — has emerged as a clear frontrunner for e-methanol plants. If its planned projects come to fruition, China could have as much as 1.69mn t/yr of e-methanol production on line by the end of the decade, Argus data show. Currently, three projects in the country are up and running, with a combined capacity of 211,000 t/yr — equivalent to nearly 98pc of the global capacity that is currently operational.

European countries lag behind, but also have big ambitions. In Denmark, eight projects are planned that would produce upwards of 1.4mn t/yr by 2030, with two already under construction. Spain follows, with six planned projects that could provide 1.5mn t/yr by the late 2020s. Although the bulk of the world's e-methanol projects are planned across Europe, no other countries are on course to exceed 1mn t/yr of production, based on announced projects.

Around the world, several projects have been cancelled, halted indefinitely or downsized, while many developers have fallen silent as start-up dates approach.

Chemical manufacturer Dow says it halted its 200,000 t/yr e-methanol project in Stade, Germany, because of "near-term global volatility, the current investment climate in Germany" and a need to remain competitive. And UK-based Hydrogen Ventures says its planned facility in Iceland is "under consideration" as the firm evaluates the risk of earthquakes and volcanic activity. Several others did not reply to an Argus request for comment.

In Canada, Nauticol Energy had planned to produce 3.2mn t/yr of ‘blue' methanol using natural gas-based hydrogen with CO2 capture rather than electrolytic hydrogen. But plans for the site have been scrapped, although the developer has left open the possibility of building a smaller plant at the location.

That said, some momentum continues behind the scenes — even outside China. Carbon Recycling International tells Argus that early engineering and design studies and permitting activity is under way at its 100,000 t/yr Finnfjord project in Norway, with a 2025 start date targeted. Grid capacity needed for the project has been reserved and conversations with offtakers continue, the firm says.

Sea double

Fossil methanol today is used in the chemicals sector and sometimes as a direct fuel. Production nearly doubled in the decade to 2019, reaching 98mn t/yr. Overall methanol demand is set to reach 120mn t/yr in 2025, and 500mn t/yr in 2050, according to shipping registry Lloyd's Register. That increased demand will be met by a mix of fossil methanol, e-methanol and biomethanol, according to Paris-based energy watchdog the IEA.

The maritime sector is likely to account for a substantial chunk of demand growth, as it turns to alternative fuels to meet decarbonisation targets set by the International Maritime Organisation, which expects a 50pc reduction in emissions by 2050 against a 2008 baseline. To put the numbers into perspective, Danish shipping giant Maersk could decarbonise its entire fleet with 2mn t/yr of e-methanol, according to Lloyd's Register, and as of summer last year, there were 29 methanol-capable vessels in operation and 112 on order. That number continues to grow, although many fleet owners are also looking to renewable ammonia to decarbonise shipping operations. E-methanol and ammonia have an edge over hydrogen in terms of energy content and storage benefits, although neither can match conventional fuels in terms of energy density or cost.

New fuel, old problems

E-methanol comes with the same problems as other low-carbon fuels of the future. Its feedstock is expensive and in low supply — and is likely to be so for quite some time. E-methanol, renewable ammonia and other derivatives, such as e-fuels, will compete for access to low-cost supplies of electrolytic hydrogen. Producing the envisaged 9.3mn t/yr of e-methanol based on announced projects would require nearly 1.9mn t/yr of renewable hydrogen.

E-methanol production costs are between $800/t and $1,600/t, according to 2021 data from renewables agency Irena, compared with about $465/t for fuel oil or about $600/t for very low-sulphur fuel oil. Accounting for differences in energy density — a ship would need 2.4 times as much e-methanol as diesel — e-methanol clearly leaves its mark on operating costs. E-methanol will also have to compete with biomethanol, which Lloyd's Register says could be significantly cheaper, although global biomass supplies are also tight.

The CO2 feedstock used for e-methanol production also needs to be factored in. Low-cost carbon used to produce e-methanol is typically captured at fossil fuel-fired plants, leaving questions around its sustainability. Biogenic carbon can be used, but comes at a higher cost and is scarce in some regions, while direct air capture technology is still in its infancy.

Houston, 5 May (Argus) — Multiple North American proposals to make hydrogen from natural gas with carbon capture have taken a pause as tariffs add to cost uncertainties and potential buyers balk at making long-term commitments at current prices. Dow has iced its Path2Zero ethylene plant in Alberta that is to use low-carbon hydrogen supplied by Linde. Air Products has delayed the start-up of a hydrogen and ammonia plant in Louisiana. And US nitrogen fertilizer producer LSB Industries said it is [pausing development] of an ammonia project on the Houston Ship Channel in Texas. Lower-carbon hydrogen produced from autothermal reforming with carbon capture and sequestration (CCS) is still expected to lead the nascent sector's development, with renewable-powered production seen as too costly for general takeoff. Most large-scale low-carbon hydrogen projects in the US have focused on exports in the form of ammonia or methanol to Asia and Europe, where governments have promised more support to implement decarbonization mandates. Long-term offtake agreements have so far lagged as regulatory uncertainty, cost concerns and now the added threat of US import tariffs muddle demand perspectives. "Demand has certainly ramped up slower than expected," said LSB chief executive Mark Behrman in an interview with Argus . "In the conversations that we've had with many offtakers in Asia and Europe, and even here domestically, there's been a lack of willingness to commit at the prices that we were able to talk about based on our capital costs," said Behrman, who also cited uncertainty around tariffs as a complicating factor. For long-term supply contracts, buyers were seeking prices below $600/metric tonne fob, said Behrman. LSB partnered with industrial gas firm Air Liquide, Japanese oil company Inpex and Vopak to build the 1.1mn t/yr ammonia facility in Texas. Air Liquide would supply the project with low-carbon hydrogen. The project's costs were largely calculated using 45Q tax credits that are awarded to companies using CCS to reduce emissions. But the release of 45V guidelines in January seemed to offer the possibility of accessing the more lucrative hydrogen production incentive because of a new section pertaining to cryogenic separation, a process that captures carbon dioxide from industrial gas streams, said LSB vice-president of clean energy, Jakob Krummenacher, while speaking at Argus' recent Green Ammonia North America conference in Houston. Cryogenic separation generates more steam than conventional solvent absorption and, if that steam is exported to another process, it may lower the carbon intensity of the resulting hydrogen to such an extent that the project could potentially qualify for 45V, Krummenacher said. As a result, many of the assumptions baked into the engineering studies related to the Houston ammonia venture have to go back to the drawing board. Air Liquide did not respond to requests for comment. If Air Liquide can avail itself of 45V, capital costs may decline and result in more competitive offers to the market. But Berhman cautioned against concluding the project will resume if it is found to qualify for 45V. "We still need a customer to move forward," Behrman said. Dow, which planned to build a hydrogen-fueled ethylene cracker at a petrochemical complex northeast of Edmonton, Alberta, paused its multibillion-dollar project citing uncertainty around US tariffs and the potential for retaliatory tariffs by US trading partners. Linde, which announced last year it would invest $2bn to build a low-carbon hydrogen facility to supply Dow's Path2Zero project, has not responded to questions about what Dow's pause means for its plans in Alberta. Linde has said it was working with Dow to them meet their goals while maintaining Linde's interest in the project. Air Products, meanwhile, further pushed back its $7bn Louisiana low-carbon hydrogen plant to late 2028 or early 2029 as it seeks to control costs by delegating CCS operations and ammonia production to partners. There have been some exceptions to the delays. Early last month, fertilizer producer CF Industries said it was moving ahead on a $4bn ammonia venture with Japan's Jera and investment firm Mitsui at its Blue Point complex in Louisiana. LSB similarly said it is forging ahead with plans to produce low-carbon ammonia at its existing plant in El Dorado, Arkansas, where it will decarbonize production by adding a CCS facility that will be operated by Lapis Carbon Solutions. "We're still big believers in global decarbonization," Behrman said. "I believe that new demand for power generation, power supply, and of course, the marine industry will evolve. Sydney, 5 May (Argus) — The Australian Labor party's victory in the country's 3 May parliamentary election could support low-carbon iron and aluminium developers, providing policy clarity and public capital to the sectors. Labor's victory provides more certainty around Australia's A$14bn ($9.06bn) green hydrogen subsidy scheme, which will help steel producers transition towards hydrogen-powered steel furnaces. The opposition Coalition during the election pledged to scrap the programme, which will allow producers to claim A$2/t of green hydrogen produced from 2027. Australian steelmaker NeoSmelt and South Korean steelmaker Posco are developing electric iron smelters in Western Australia (WA) that produce hot-briquetted iron, which is used in the green steel process. Both projects will initially rely on natural gas but may transition to hydrogen-based processing as hydrogen production rises. Australia's hydrogen tax credits may prove crucial given ongoing hydrogen production challenges. South Australia's state government closed its Office of Hydrogen Power SA on 2 May, following a funding cut earlier this year. Labor can now also move forward with plans for A$2bn in low-emissions aluminium production credits, beginning in 2028-29. Smelters will be able to claim credits per tonne of low-carbon aluminium produced, based on their Scope 2 emission reductions. The party's proposal does not include any blanket credit for producers. Labor's aluminium production credits are aimed at supporting the Australian government's goal of doubling the country's share of renewable power from about 40pc to 82pc by 2030. Australian producers export about 1.5mn t/yr of aluminium, according to industry body Australian Aluminium Council, from four smelters located around the country. Green iron funding Labor's election win also secures its A$1bn lower-emission iron support pledge , first announced in late February. Half of the fund will go towards restarting and transitioning the 1.2mn t/yr Whyalla steelworks in South Australia into a green steel plant. The other half will support new and existing green iron and steel projects to overcome initial funding barriers. Labor has not allocated any funding through the programme yet. Houston, 2 May (Argus) — ExxonMobil chief executive officer Darren Woods expects low-carbon hydrogen production incentives to survive a White House review, but he wants more sales commitments before making a final investment decision on a company project in Baytown, Texas. "Our expectation is that things that we need to drive low-carbon hydrogen will probably stay in place," Woods said during the company's first-quarter earnings call Friday. "But we have to see that manifested." Woods has said that the 45V hydrogen production tax credit is "critical" to establishing a market for the zero-emissions fuel that can stand on its own and compete against fossil fuels. The company is developing what it describes as the largest low-carbon hydrogen plant in the world in Baytown, designed to produce 1bn cf/d of hydrogen from natural gas with carbon capture. While the 45Q incentive is available for projects using carbon capture and sequestration to lower emissions, ExxonMobil has repeatedly indicated it is pursuing the more lucrative 45V for the massive hydrogen and ammonia production project planned on the Texas Gulf coast. In addition to certainty about federal incentives, Woods said the company also needs to secure more offtake agreements in order to make a final investment decision. "I'd say right now that's probably the long pole in the tent with respect to driving this," Woods said. "When those two things come together and we're confident that we have what we need to generate the returns that's going to be required to justify the investments, we'll move forward. Hopefully, that's later this year." Most of the project's production would be used to decarbonize operations at Exxon's 564,500 b/d Baytown refinery, while the remainder is being targeted for exports in the form of ammonia. In January, the company signed an agreement to sell ammonia to European trading firm Trammo. Japanese power producer Jera has said it is considering 500,000 t/yr of ammonia offtake as part of its plans to take an equity stake in the project. South Australia closes Hydrogen Power SA office

Sydney, 2 May (Argus) — The state government of South Australia has rolled its Office of Hydrogen Power SA (OHPSA) into the Department of Energy and Mining (DEM), after scrapping plans for a 250MW electrolyser and 200MW hydrogen-fired power station. The OHPSA has been absorbed into the other state department, a spokesperson for SA energy minister Tom Koutsantonis said on 2 May. This comes after the state cut the A$593mn ($381mn) it had promised for its Hydrogen Jobs Plan in early 2025. The funds were reallocated to subsidise the 1.2mn t/yr Whyalla steelworks, which entered administration on 19 February . The associated Office of Northern Water Delivery, which was intended to support the green hydrogen sector in the state's upper Spencer Gulf region with new water pipeline supply, has also been incorporated within the DEM, Koutsantonis said on 1 May. SA's other major hydrogen hub planned at nearby Port Bonython was also overseen by the OHPSA. Development agreements with five companies have been signed for Port Bonython, including with London-based energy company Zero Petroleum for an e-SAF plant . SA is aiming to transition the ageing Whyalla steelworks to develop low emissions iron and steel products, but administrator KordaMentha is yet to finalise a buyer for Whyalla's controlling company OneSteel, which was formerly owned by UK-based GFG Alliance. Australia's Coalition eyes power, resource funding cuts

Sydney, 2 May (Argus) — Australia's federal Coalition opposition has announced it will cut key energy rebates and resource sector subsidies, if elected on 3 May, to reduce forecast future budget deficits. The Peter Dutton-led opposition will cut programs, including the Labor government's A$20bn ($12.8bn) Rewiring the Nation transmission plan, and the A$15bn National Reconstruction Fund aimed at underwriting green manufacturing using domestic minerals. It will also unwind electric vehicle tax concessions to save A$3.2bn, and cancel planned production tax credits for critical minerals processing and green hydrogen estimated to cost A$14.7bn. Combined savings measures will improve the budget's position by A$13.9bn over the four years to 2028-29, the Coalition said on 1 May, cutting debt by A$40bn during the same timeframe. The announcement comes as opinion polls show Australia's next federal government is likely to force one of the two major parties into minority, after a campaign where cost-of-living relief promises have trumped economic reform policy. The centre-left Labor party is more likely than the conservative Coalition to form government at the 3 May poll. It holds a thin majority of just three seats in parliament's main chamber, the House of Representatives, meaning a swing against it would force it to deal with minor parties such as the Greens and independent groupings. Promising a stable government, as Australia emerged from Covid-19, Labor had benefited from a resources boom as Russia's invasion of Ukraine led LNG and coal receipts to skyrocket and China's emergence from lockdowns revitalised its demand for iron ore, which jointly form the nation's main commodity exports. But as markets adjust to a period of protectionist trade policy and predictions of a slowdown in global growth abound, economists have criticised the major parties' reluctance to embrace major reform on areas such as taxation, while continuing to spend at elevated levels post-pandemic. Australia's resource and energy commodity exports are forecast to fall to A$387bn in the fiscal year to 30 June 2025 from A$415bn in 2023–24. The Office of the Chief Economist is predicting further falls over the next five years, reaching A$343bn in 2029-30, lowering expected government revenue from company tax and royalties. Gas The Coalition has pledged a domestic reservation scheme for the east coast, forcing 50-100PJ (1.34bn-2.68bn m³/yr) into the grid by penalising spot LNG cargoes. Australia's upstream lobby has opposed this, but rapidly declining reserves offshore Victoria state mean gas may need to be imported to the nation's south, depending on the success of electrification efforts and an uncertain timeline for coal-fired power retirements. Labor has resisted such further gas interventions , but it is unclear how it will reverse a trend of rising gas prices and diminishing domestic supply, despite releasing a future gas plan last year. The party is promising 82pc renewables nationally by 2030, meaning it will have to nearly double the 2025 year-to-date figure of 42pc. This could require 15GW of gas-fired capacity by 2050 to firm the grid. On environmental policy, narrowing polls mean Labor's likely partners in government could be the anti-fossil fuel Greens and climate-focused independents — just some of the present crossbench of 16 out of a parliament of 151. The crossbench may drive a climate trigger requirement in any changes to environmental assessments, which could rule out new or brownfield coal and gas projects. Coal has been conspicuously absent from policy debates, but Labor has criticised the Coalition's nuclear energy policy as expensive and unproven, while the Coalition has said Labor's renewables-led grid would be unstable and costly because of new transmission requirements. The impact of the US tariff shock that dominated opening days of the month-long election campaign remains unclear. Unlike Canada, Australia is yet to be directly targeted by US president Trump's rhetoric on trade balances and barriers. But the global unease that has set in could assist Labor's prime minister Anthony Albanese, as he presents an image of continuity in an uncertain world economy. Australia's main exposure to Trump tariffs is via China, its largest trading partner and destination for about 35pc of exports, including metal concentrates, ores, coal and LNG. A downturn in the world's largest manufacturer would spell difficult times ahead for Australia, as it grapples with balancing its budget in a normalising commodity market.
