Georgia's state power transmission system operator (TSO) GSE aims to join the Association of Issuing Bodies (AIB) hub in 2025, following which it will be able to sell Georgian guarantees of origin (GOOs) throughout Europe.
GSE has been issuing GOOs since the start of 2023, and as of December last year holds observer status in the AIB hub, Onise Chichinadze of GSE's balancing and ancillary services market management department said.
Around 1.9mn GOOs were issued last year, none of which have so far been cancelled, according to Georgia's energy regulator Gnerc.
GSE issued 308,057 GOOs in the first quarter and 875,128 GOOs in the second, reflecting the strong hydro months of May and June in the country. The TSO issued 306,171 GOOs in the third quarter and 448,170 GOOs in the fourth quarter of 2023.
As a contracting party to the EU-led Energy Community (EC), Georgia may currently sell GOOs domestically, and to other EC member states, namely Ukraine, Moldova, Albania, Bosnia and Herzegovina, Kosovo, North Macedonia and Serbia.
Of the 23 parties currently registered with GSE's platform, some are "active" account holders from outside Georgia and even outside the EC, such as the Netherlands — presumably in anticipation of GSE's full membership, Chichinadze said. Interest from outside the EC in Georgian GOOs is likely to increase following AIB hub membership, according to Chichinadze.
As a hub observer member, GSE is entitled to attend AIB general meetings and also has access to certain sections of the AIB hub platform.
Georgian regulator GNERC is in the process of developing the methodology for calculating the residual energy mix and the mandatory disclosure rules — prerequisites for full AIB hub membership, GNERC told Argus.
GSE as a TSO is not eligible to operate an auction platform, which would be one option to sell the GOOs. But Chichinadze says the company is "exploring avenues for further development and collaboration in this area".
Georgia was the first EC contracting party — in December 2022 — to sign an agreement with service provider Grexel to go live with their national electronic GOO registry on 1 January 2023.
